Srinagar: Jammu and Kashmir High Court Wednesday took suo moto cognizance of the Bandipora rape case of a three-year-old girl and directed Inspector General of Police (Kashmir zone) to file a status report by Friday. A division bench of Chief Justice Gita Mittal and Justice Tashi Rabstan, taking notice of reports about the rape case, directed the IGP to file a status report about the investigations before 10 am on Friday. A three-year-old girl was allegedly raped last week by her neighbour, leading to widespread outrage and protests against the incident. The accused has been arrested by police and a special investigation team constituted for a speedy investigation of the incident.
Rabat – The Inter-Ministerial Committee for Investment approved, on Wednesday, thirty-two investment draft agreements for an amount of 15.5 billion dirhams. These investments are expected to generate over 4,000 direct and stable jobs, said economy and finance minister Mohamed Boussaid in a statement to the press before the committee’s meeting, held in Rabat under the chairmanship of head of government Abdelilah Benkirane. The industry sector has the biggest share which is 11.76 billion dirhams, said Boussaid, underlining that this is a qualitative transformation brought about by the national industrial development policy. The 2015 appropriation bill provides for measures to boost investment, mainly reducing, from 250 to 100 million dirhams, the threshold of investment meant for purchasing importation equipment and material benefiting from tax exemption, and extending the deadline, from 24 to 36 months, of tax exemption on value added in relation with the acquisition of investment goods at the domestic level and for importation, he said. The Inter-Ministerial Committee for Investment had approved, in 2013, forty investment draft agreements for an amount of 42 billion dirhams.
The spark for the displacement is the reported escalation in violence in the Syrian town of Qarah and surrounding villages, Adrian Edwards, spokesperson for the UN High Commissioner for Refugees (UNHCR), said at a news conference in Geneva. Refugees told the agency that they spent days living in underground shelters before deciding to flee. “A family of ten told us they had crammed into a single car on Saturday evening to flee as the situation had become ‘unbearable,’” said Mr. Edwards. Most of the newly arrived refugees are now in the north-eastern Lebanese town of Arsal, which is home to a population of some 60,000 people, including – already prior to the latest influx – 20,000 registered refugees.“UNHCR and its partners have contingency plans in place for these sudden movements – and indeed for larger numbers should more cross,” Mr. Edwards said. “There are concerns that ongoing violence in the vicinity of Qarah and central Qalamoun towns could force more to flee Syria into the already stretched east-Bekaa area.”Over 1,000 of the newly arrived Syrian families in Arsal have registered with the local municipality in the past three days and been provided with emergency assistance, including food parcels, blankets, mattresses, kitchen sets and hygiene kits. The UN World Food Programme (WFP) has so far assisted around 3,555 people with food parcels for one month, spokesperson Elisabeth Byrs told reporters in Geneva, adding that distribution will continue today. She said that once the new arrivals are registered, they would receive WFP e-cards for the next month. WFP is also monitoring the food security situation in Arsal and the ability of the shops to respond to the needs of the new influx. In preparation for a potential larger influx, the agency is ramping up its contingency stock and had already mobilised 3,400 food parcels in warehouses in the Bekaa, enough for around 17,000 people for one month and ready for dispatch if needed. In total, WFP has a contingency stock of food parcels for around 120,000 people in the country.Meanwhile, sheltering the large numbers of new arrivals remains a challenge, according to UNHCR. Newly arrived refugees have been directed to four temporary collective shelters in public halls and mosques. Up to 80 families have found shelter in informal settlements while others have set up makeshift dwellings in unfinished buildings or are staying with local families. “None of these provide a long-term option,” noted Mr. Edwards.“UNHCR with its partners is ready to provide further shelter options if the Government approves land for use. In the meantime, all is being done to ensure that the temporary locations are protected against the elements and provide some warmth to the refugees.”The number of people fleeing their homes is growing as the conflict in Syria continues unabated. An estimated 4.25 million Syrians are now displaced within their own country, while a further 2 million have sought refuge in neighbouring countries since fighting began in March 2011.

Bizarre as it sounds given his outrageous batted-ball numbers, Stanton has suffered through a down first half, hitting around .220 and flirting with the replacement level before embarking on a scorching start to July. Even after that turnaround, his 116 wRC+ would be the fourth-lowest ever by a Derby winner during their victorious season.Luckily for Stanton, though, there is no Home Run Derby curse. (Seriously, stop suggesting that’s a thing. Stop it.) And more to the point, nobody hits the ball that hard for long with so few hits to show for it. Stanton’s Statcast numbers — and more conventional metrics such as contact rate and line-drive rate — might be down a bit from their lofty 2015 heights, but Stanton still figures to be one of baseball’s better hitters in the second half of the season. (In fact, runner-up Todd Frazier’s 42 was the second-most ever hit in a derby.) On the night, Stanton hit all 10 of the longest homers belted by anybody. He also hit 18 of the 19 longest, with five carrying at least 490 feet and 31 traveling at least 450. It might well have been the greatest single exhibition of raw home run-hitting power in baseball history.Of course, such herculean feats are nothing new for Stanton — he’s widely known around baseball as the hardest-hitting player in the game, a man seemingly put on this earth to murder baseballs. And it’s a reputation only enhanced by the presence of Statcast, MLB’s (relatively) new radar-based tracking system, which has turned the physics of hard-hit balls into something approaching fetishization.Stanton is the poster child for the Statcast era. Where other players once made RBIs or steals into calling cards, Stanton has fashioned the exit-velo leaderboard — in other words, the “hitting the ball real hard” leaderboard — into his own personal jurisdiction, and fans revel in the arcana. (Did you know one of his home runs last night departed the bat at 120.4 miles per hour? That’s nuts!) In an era where we can quantify the speed and angle of every ball off the bat, Stanton is the right hitter at exactly the right historical moment. So, does that make him the greatest power hitter ever? He might be on his way. If we look at his career isolated power — essentially his total bases per at-bat, but tossing out those wimpy singles — relative to the MLB average for nonpitchers, Stanton ranks 11th since 1901, trailing Mark McGwire, Barry Bonds and eight Hall of Famers. Stanton is also still just 26, so he’ll have a handful more prime years to move up the list before tailing off in late-career decline. 2016Giancarlo Stanton61✓ 2008Josh Hamilton35 8Ralph Kiner.269.130+.139 PLAYERCAREER ISOMLB AVERAGEISO VS. TWELVE PSNI OFFICERS have been disciplined by the Police Ombudsman for their handling of a search for a missing man.The body of 22-year-old James Fenton, who had been a patient at the Ulster Hospital in Dundonald, was found in a secluded part of the hospital grounds ten weeks after he had been reported as missing and around 40 metres from where he had last been seen.Members of the Fenton family complained to the Police Ombudsman about the thoroughness of the police investigation. A post mortem examination was unable to establish how he died.Fenton, who was from Bangor, admitted himself as a voluntary patient to the hospital’s mental health ward on 2 July 2010, but by midnight had been reported to police as missing. Two police officers carried out an immediate search of part of the grounds but were unable to locate Fenton. Police procedure says that in the case of such ‘high risk’ missing persons, a Detective Inspector should be notified urgently, but they were not made aware of the situation until 14 hours later. The Police Ombudsman, Dr Michael Maguire, said by that stage time had been lost: Police records, timed at 10:15 hours, show that there were signals coming from the mobile phone James had with him. By 11:39 hours these signals had died and a crucial line of enquiry was lost.Had this work been undertaken soon after James went missing and under the guidance of a detective, it may have proved more fruitful. Dr Maguire was also critical of a decision by the Detective Inspector not to go to the hospital and the focus of the investigation that James was still alive and being sheltered by his friends. Police also overlooked viewing CCTV footage from the hospital. The Police Ombudsman is also critical of how police dealt with James’ family. “The police did not seem to be listening to the Fenton family and in particular what they were saying about James’ character and how unlikely it would have been for him to be missing for such a long time. It is no coincidence that the decision to carry out the final, successful, search was after a senior police officer had taken time to meet the Fenton family and listen to them,” he said.Dr. Maguire has characterised the police investigation into James’ disappearance as “a catalogue of mistake after mistake”.Read: Lithuanian man wanted in Northern Ireland in connection with murder >

RATT detectives responded to the motel to investigate and arrested two suspects, with assistance by the Chula Vista Police and San Diego County Sheriff. As the result of the arrest, RATT detectives recovered 144 items of suspected stolen property, including cell phones, IDs, credit cards, purses, and a computer laptop. Over the course of the investigation, RATT detectives identified a total of four stolen vehicles and more than 53 victims believed to be connected to the crime spree.More than 40 vehicles were burglarized during the crime spree over the course of several days across the county.“These were crimes of opportunities,” said RATT Commander, CHP Captain James Portilla. “To help prevent theft you should always lock your doors and close your windows, and never leave valuable items visible in your car.”Detectives have been able to identify less than half of the 53 potential victims they believe are connected to this crime spree and are asking for the public’s help in identifying additional victims. Discovery TV is running a documentary, “All the President’s Men,” which — as most of us know — is that Watergate thing.I watched, of course, because I grew up during that entire President Nixon mess. But one aspect the documentary didn’t touch on is what Watergate did for so many college students who were looking for a career path:It led them to reporting. The allure of doing good, uncovering evil and holding the government accountable was a magnet for the brightest and the best. That allure still holds true today — just look around The Columbian’s newsroom, for example.I’d argue we have more educated, talented, dedicated staffers than just about anyplace else. And just this week we learned that 21 journalists here scored in the latest awards contest held by the Society of Professional Journalists. We’ll learn more details when the awards are officially announced, but — like last year — we’re likely to have won more awards than any newspaper in our five-state region in our circulation category. Wow!But there is a force now that is creating a monumental drag:The payoff for the hard work.Career Cast does an annual “Best and Worst Jobs” report, and this year, newspaper reporter was listed as No. 1!Well, the No. 1 worst job.CareerCast.com, a career website, ranked 200 jobs from best to worst based on five criteria: physical demands, work environment, income, stress and hiring outlook. One of the reasons for the bad vibes in reporting jobs is because newspaper advertising revenue has collapsed. In 2006, newspapers were bringing in almost $50 billion a year. Five short years later, it was only $24 billion.

Two former middle school teachers are vying for Anchorage School Board Seat F. Incumbent Tam Agosti-Gisler and opponent David Nees both spent more than two decades in the classroom and want to use their first-hand knowledge to shape district decisions.Download AudioDavid Nees, a former math teacher, says he sees problems with the current school board.“It seems to be their focus is on the budget, and they’ve lost focus on their core mission, which is to educate all the children.”Nees says the district needs to focus on making sure all kids succeed and to intervene for individual students if they aren’t. That includes transporting kids to schools that aren’t in their neighborhoods. He also wants to spend more money on kids with special needs. Nees says he doesn’t think some newer, more expensive models are paying off and improving academic performance.“First order of business is to take a look at some programs we adopted, socio-emotional learning, middle school, Response to Instruction [testing and monitoring system]. Those are all expensive. You chose to do those. Did anyone do an analysis five years later to show is it having an effect?”Tam Agosti-Gisler (left) and David Nees (right) are competing for School Board Seat F.Nees says teachers need to have the flexibility to innovate and not be tied to set teaching curriculum, though he says he thinks old school methods are the most effective.“The things that work, typically, is drill and practice, especially in mathematics. It’s proven. I mean if you go to Singapore, it’s drill and practice. Korea is drill and practice. It works. It’s old school; it’s not popular; it’s not big idea. But if it gives you the results you want, because for me, computation in math, that’s our alphabet.”Incumbent Tam Agosti-Gisler, a former social studies and French teacher, says she quickly learned that drill and practice only works for some students. She says it’s important for the school district to have standards that align with other districts because there are so many transient students, but teachers need flexibility and innovation to reach those marks.“The standards are basically the meat, but how you’re going to cook that meat and serve it are where the choices come in there. And that meets the individual learning styles.”Agosti-Gisler says she wants to explore more partnerships with businesses so they can mentor students and help them on their career paths. She wants more partnerships with the muni to share services, like the bus system. But she says being on the school board for three years has taught her that the district can’t do everything.“I have a much better understanding of the broader picture. And how often I’ve been faced with making choices as a school board member that I do not like, but we have to produce a balanced budget.”She says that includes cutting career counselors in order to preserve small class sizes. To limit those hard choices, Agosti-Gisler says she’s worked to create more efficiencies through the auditing process, and she’s using the communication skills she learned when earning a bachelor’s in international relations to help unite the School Board.“I’m known on the board for being able to work with anybody and find ways to compromise and collaborate and, again, putting forth those skills I learned in my degree program.”The municipal election takes place on April 7. All Anchorage voters can vote for all three open school board seats.
July 25, 2011 398 Views in Data, Secondary Market, Servicing Fannie Forecasts Declines Over 2011, 2012 “”Fannie Mae””:http://www.fanniemae.com/kb/index?page=home released a July “”economic outlook””:http://www.fanniemae.com/media/pdf/economics/2011/Summary_072011.pdf Friday tying a slowdown in the economy at large to a sluggish pace in the housing sector ├â┬ó├óÔÇÜ┬¼├óÔé¼┼ô a consequence of tight credit, a dearth in existing-home sales, and weak gains across important industries.[IMAGE]””Besides restrained credit expansion, the tepid housing recovery is another reason for the modest pace of economic growth seen in the current recovery,”” Fannie said in the report. “”During the two years of the current economic expansion, residential investment has yet to make a contribution to economic growth. This is quite an unusual phenomenon: at this point of an economic expansion, housing has generally added significantly to growth.””As a consequence, “”[t]he current state of the housing market remains downbeat,”” the report said.According to the outlook, the mortgage giant presages further declines, with the median price for new homes falling to $216,900 this year from $221,800 over the last. Meanwhile, it expects existing homes to go on the market for $165,600 over the course of 2011, several figures less than $173,000 it recorded last year.[COLUMN_BREAK]The mortgage giant predicted a dip in growth over the rest of the year, falling from 2.8 percent to 2.4 percent. Fannie projected that single-family housing starts will amount to some 440,000 overall in 2011, reflecting a 7 percent notch downward from a healthier 471,000 starts in the previous year. The GSE also revised projections for next year, anticipating that 646,000 housing starts would decline to 671,000. Mortgage rates received a slightly sunnier outlook, with the GSE forecasting a jump to 4.7 percent over the remainder of 2011, with the potential for a 5 percent rise that next year. Fannie projected that total mortgage originations would fall from $1.51 trillion, as reflected from figures last year, hitting $1.07 trillion over this year.Says Fannie: “”One positive for the existing home market is that pending home sales├â┬ó├óÔÇÜ┬¼├é┬ª rose 8.2 percent in May, suggesting that sales of existing homes, which are recorded at closing, should rebound in coming months.””The outlook also tied the health of the housing sector to the economy at large, and went on to elaborate on the relative strengths and weaknesses in the economy at large.””Clearly, the renewed slowdown in hiring underscores the uncertainty surrounding the economic outlook,”” Doug Duncan, chief economist at the GSE, said in a “”statement””:http://www.fanniemae.com/newsreleases/2011/5446.jhtml;jsessionid=IRKIQJXGS2YIZJ2FECISFGI?p=Media&s=News+Releases. “”The lack of sustained, robust job growth continues to push out into the future the time for the housing market to heal, which is crucial to a meaningful economic expansion.””According to its Web site, Fannie Mae serves low-income homebuyers, families, and communities by backing mortgages at the federal level. A threatened strike slated for next week by unions has been called off after a supplementary agreement was reached with Finance Minister Harris Georgiades on Friday.Government and wider state sector unions had threatened to go on a three-hour strike on October 26 after the minister had initially refused to accept their demands for pay rises.Following a meeting on Friday afternoon however, Georgiades said they had struck a deal that by the end of May 2018, a general increase to their wages – or a reduction to the cuts in place since 2012 – would be agreed on.“Our position on this is well known, that such decisions should not be taken on the eve of elections. Additionally, any changes on the payroll in the government and wider state sector must be in line with the course and potential of the economy.”The supplementary agreement applies to the framework agreement signed between the unions and ministry in January last year.Peo union general secretary Pambis Kyritsis said this was a just and fair solution.“While previously we discussed whether we would get something in the form of an increase, the dialogue will no longer concern if we will get it but will concern how much we will get and when, based on the current agreement which limits the negotiations to between zero and two per cent.”As per Friday’s agreement, the zero per cent threshold is excluded meaning the increase in wages could be up to two per cent by gradually reversing pay cuts.Georgiades called the solution, which applies to semi-government organisations, local authorities and hourly paid staff, “satisfactory and logical for all sides.”Sek general secretary Andreas Matsas said this was a positive step for government workers that also sent clear messages to employees in the private sector.Discussions are also set to begin in November over provident funds for civil servants hired after October 2011.You May LikeDr. Marty ProPower Plus Supplement3 Dangerous Foods People Feed Their Dogs (Without Realizing It)Dr. Marty ProPower Plus SupplementUndoMBA Degrees | Search AdsMBA Programs Online – See For YourselfMBA Degrees | Search AdsUndoUltimate Pet Nutrition Nutra Thrive SupplementAdd This One Thing To Your Dog’s Food To Help Them Be HealthierUltimate Pet Nutrition Nutra Thrive SupplementUndo Concern over falling tourism numbersUndoTurkish Cypriot actions in Varosha ‘a clear violation’ of UN resolutions, Nicosia saysUndoOur View: Argaka mukhtar should not act as if he owns the beachUndoby Taboolaby Taboola

Dayton’s office had little to say about it"We are not going to dignify this temper tantrum with a response" spokesman Linden Zakula saidThe situation has been brewing for weeks since the Dayton
