Orwain Sandy, the former Guyana Defence Force Captain who reportedly shot dead his girlfriend Reona Payne on March 31, 2018 at First Street Alexander Village, was on Tuesday committed to stand trial for the heinous crime in the High Court before a judge and jury.Murder accused Orwain Sandy and victim Reona Payne in happier timesThe decision was handed down by Principal Magistrate Judy Latchman on Tuesday at the Georgetown Magistrates’ Courts following a preliminary inquiry. Sandy quietly exited the courtroom after the decision was handed down.Sandy’s attorney, James Bond, had in May told the court that the defence team would be flying in an overseas psychiatrist to examine his client. Due to unforeseen difficulties, the team had to resort to local psychiatrist Dr Bhrio Harry to perform the evaluation.Bond had further related that he and his client are ready to proceed with the full disclosures for prosecution.Sandy allegedly shot Payne multiple times about her body in broad daylight, killing her before turning himself over to Police at the Ruimveldt Police Station and handing over the service weapon he used to commit the act.Sandy was subsequently charged for the offence, but was granted an application to be mentally evaluated after his attorney told the court that the examination is critical to his client’s well-being, since he has been consulting with a psychiatrist for the past two years. It was reported that Sandy and Payne were in a motorcar proceeding along First Street, Alexander Village when an argument ensued after he reportedly accused her of being unfaithful. He allegedly stopped the car, and as the woman exited, he reportedly shot her several times with his service revolver. This publication was told that the argument ensued after Sandy had confronted Payne about having an affair with one of his colleagues.
The sum of $38.5 billion has been budgeted for Public Infrastructure in 2019, a 10 per cent increase when compared to 2018.One of the deplorable roads, Timehri – Alliance RoadSeventy-two per cent of the total will be pumped into capital projects, while the remainder will go towards maintenance and repairs.Appearing on the “Budget In Focus” programme on the National Communications Network (NCN), Public Infrastructure Minister David Patterson explained that next year, some $2.9 billion would be spent on miscellaneous and urban roads in the 10 towns and all of the Neighbourhood Democratic Councils (NDCs) throughout the country. The total amount reflects a 33 per cent increase when compared to 2018.“We are pleased with the increase. Over the years, we would have done a total assessment of all the roads and so the extra 33 per cent will result in a lot more roads being done this year. Persons have been complaining that they need roads, street lights, drainage, playfields and community centres. We heard them, and I would like to call my budget ‘I heard you’, that’s my theme since we are going to go to each and every community that has requested roads.”Some of the areas to benefit include Lima Sands and Suddie – Region Two (Pomeroon-Supenaam); South Ruimveldt Gardens and Park, Lodge, East and West Ruimveldt, Albouystown, Charlestown, and Agricola – Region Four (Demerara-Mahaica); Angoys’ Avenue, Hope Town – Region Six (East Berbice-Corentyne); Mahdia – Region Eight (Potaro-Siparuni); Lethem, Region Nine (Upper Takutu-Upper Essequibo); Mabaruma – Region One (Barima-Waini), and Parika/Goshen road in Region Three (Essequibo Islands-West Demerara) , just to name a few.Public Infrastructure Minister David PattersonAdditionally, the Ministry will also be collaborating with the Central Housing and Planning Authority (CH&PA) to construct and rehabilitate roads in developing housing schemes including Parfaite Harmonie, Diamond, Herstelling, Grove and Providence.According to the Public Infrastructure Minister, a total of $2 billion will be invested in the hinterland on the construction, rehabilitation and maintenance of a number of roads, dams, and trails. In 2019, Minister Patterson said, the Ministry has prioritised the Wainaina, Yakarita and Bartica-Potaro roads, Karasabai to Kato, Ituni to Kwakwani, Kwakwani to Orealla and the Linden to Lethem roads. The Ministry will also be taking over responsibility from the Guyana Gold and Diamond Miners Association and the Guyana Manufacturing and Services Association to maintain the roads previously under their management.“We will ensure that we keep all of these trails passable for the economic activity of these agencies in 2019,” Minister Patterson assured.“We have a full programme for 2019, and I will be reviewing the projects myself and confirming that they will reach the intended inhabitants,” he emphasised. One of the transformational projects the Government will be pushing next year is the commencement of the East Coast to East Bank (Ogle to Diamond) road linkage. This project is being funded by the Government of India at a cost of approximately $25.2 billion (US$120 million).According to Minister Patterson, the initial stages of the project catered for a single-lane road; however, after a further assessment was conducted it was decided that a four-lane road would be more feasible. As part of the project, several communities will also be linked including those along Aubrey Barker Road, Eccles, Mocha and Diamond. Further, the 2019 Budget also included sums for a study to be conducted on a road from Diamond to the Linden-Soesdyke Highway.Minister Patterson made it clear that the East Bank bypass road was not a new project because it was in discussion for a number of years, but “under this government, we have revamped it and we will execute it”.The Minister said that these projects fell under the Ministry’s 2025-2030 plan for public infrastructure in Guyana.
LANCASTER – Cadets enrolled in Antelope Valley College’s inaugural sheriff’s training academy will honor a slain officer as they celebrate the near end of a grueling 18-week program with a five-plus-mile run Monday. The 42 cadets will honor Richard Hammack, 31, a seven-year veteran who was shot to death by a suspected drug dealer at a Palmdale mobile home park in 1992. The AVC academy was added to help the Los Angeles County Sheriff’s Department meet its growing demand for deputies. The LASD Colors Run is done by cadets in all academies 16 weeks into the program. The AVC academy run is scheduled to start and end at Palmdale’s Hammack Center at 815 East Avenue Q-6. After completing the Colors Run, cadets are permitted to wear cloth badges and patches. They’ll get their brass badges after completing the program. Hammack is among just three Antelope Valley-based sheriff’s deputies killed in armed conflicts. Herbert Glidden (1920) and Stephen Sorenson (1993) are the others. “It’s kind of a combo event,” sheriff’s Sgt. David Miklos said. “We’re hoping to bring awareness to the area about this brave deputy and we also want to bring to light how dangerous this job is and show the willingness of people to step up and do it to help protect the public.” Hammack’s fiance , Tammy Coryell, and son Richard Coryell, who now live in Nebraska, will attend the event, Miklos said. Tammy Coryell was pregnant with Richard Coryell when Hammack was killed. “We just want to be sure that his memory is not forgotten,” said cadet Chris Quinones, a 20-year-old Highland High grad. Miklos said the academy, located on the north end of campus, is geared toward training cadets who will serve in the Antelope Valley. The Palmdale and Lancaster stations are the county’s two biggest contract stations employing about 350 combined deputies. “It enables us to be home and show a presence in our community, which is awesome,” said cadet Wyatt Waldron, a Quartz Hill High grad. “A lot of people say they don’t see that many cars out here, but now we’re everywhere. Everyone knows that we’re out here now, so hopefully that makes people feel more safe.” firstname.lastname@example.org (661) 267-7802160Want local news?Sign up for the Localist and stay informed Something went wrong. 0Shares0000Unimpressed: Mauricio Pochettino is disappointed by the delays in moving to Tottenham’s new 62,000 capacity stadium © AFP / Adrian DENNISLONDON, United Kingdom, Aug 16 – Mauricio Pochettino believes winning is the only way to keep Spurs fans happy while waiting to move into the club’s new stadium.Tottenham face a logistical nightmare after delaying their move to the 62,000 capacity ground until at least October due to “issues with the critical safety systems”. Pochettino’s men were already due to face Fulham at Wembley on Saturday, but will now also host Liverpool and Cardiff at the home of English football, where they played all of their home games last season.“We all feel disappointed of course with the announcement from the club this week,” said Pochettino.“I feel so sorry for myself first of all, for our fans, the players, everyone, and of course for our chairman.”Spurs chairman Daniel Levy had already been under fire from supporters groups for failing to make a single signing during the transfer window despite a significant rise in season ticket prices.A refund has been offered to fans for the Liverpool and Cardiff matches, but Pochettino understands the fans’ frustration.“We need to be all together. Of course I understand the problems about the tickets, the money and everything, and I feel sorry for them,” said the Argentine.“I want to say thank you and apologise. We’re going to try to reward them by winning games.“It’s the only way we can pay all the effort they are doing and they are going to do for the club.”Spurs hope to open the new White Hart Lane on October 28 against Premier League champions Manchester City. However, contingency plans need to be put in place in case of further delays with Wembley already set to host a NFL game between the Super Bowl champions Philadelphia Eagles and Jacksonville Jaguars on that day.Pochettino isn’t keen on finding another temporary home even if it means playing on a damaged pitch just 24 hours after a NFL game.“If you ask me today if it’s not possible to play in the new stadium, of course it’s about finding a way to play at Wembley because I think to play at another place, maybe three stadiums in one season, will be too much,” said Pochettino.“The day after the NFL game maybe the pitch is not in the best condition, but we need to make the effort and try to play in the end because maybe to find another date will be difficult.”Despite the lack of new faces in Pochettino’s squad, Spurs are set to let winger Georges-Kevin N’Koudou join Bundesliga side Mainz on a season-long loan.N’Koudou cost Spurs £11 million from Marseille in 2016 but has not made a Premier League start for the club and spent the second half of last season on loan at Burnley.0Shares0000(Visited 1 times, 1 visits today)
Drumkeen welcomed Fanad to St Patrick’s Park on Saturday in the USL reserve league on a perfect day for football. The early minutes were scrappy enough with most of the play in the middle of the park and neither keeper had a save to make.Fanad should have taken the lead on fifteen minutes when a Conor Blaney free was headed onto the bar and bounced down on the line and Paul Mc Auley was able to deal with it. Drumkeen took the lead on 20 minutes when Richie Moore finished neatly from ten yards after a pass from Liam McGill out on the right wing.Dean McCarry then shot wide for Fanad at the other end.The home team doubled their advantage shortly after….Peter Mc Namee worked hard to win the ball and gave it to Jerome Duffy who scored a lovely goal out wide on the right,Peter McNamee then volleyed home a Liam Mc Giill cross to make it three …Drumkeen then lost Mc Gill through injury to be replaced Kevin Bonner who joined his brothers Paul and Gerard on the pitch and it is believed that it was the first time three brothers have played in a competitive game for Drumkeen. As the first half drew to a close Peter Mc Namee of Drumkeen and Conor Blaney of Fanad both Had efforts that went wide .,Fanad pulled a goal back right at the start of the second half when Keelan Mc Elwaine lobbed the ball over the advancing paul Mcauley for a lovely goal.Drumkeen killed the game off shortly after when,Peter Mc Namee’s corner was headed back to Richie Moore by Jerome Duffy and Moore made no mistake with the finish to grab his second of the game. Fanad kept at it and had a few efforts through Connor Matthewson who had a long range effort that went wide and Keelan Mc Eleftwaine who headed over the bar with a few minutes left. There were plenty of good young players on both sides and all five goals were of a very high quality.and this game was a good advert for the Ulster senior reserve league. Polaroid plans to launch 10 retail stores in 2013 that exist with the sole intent of printing your Instagram photos for you. You can print any kind of digital photo in the stores, of course, but Polaroid is mostly angling to tap into the boundless enthusiasm of the Instagram crowd. Polaroid’s (awkwardly-named) “Fotobars” will be manned by (yet-more-awkwardly-named) “Fototenders” who can presumably help you edit, crop, and tinker with your digital creations to your heart’s content. The stores look ripped right out of Apple’s retail playbook, right down to the sparse white countertops at the Genius Bar… er, Fotobar.Look familiar? The catch? Unlike the camera that made Polaroid a household name, you won’t have your photos instantly – in fact, you’ll be waiting up to a few days. According to Polaroid, “All products created by consumers at Polaroid Fotobar retail stores… are handcrafted and shipped from the company’s state-of-the-art manufacturing facility within 72 hours.” Considering that ample alternatives for printing Instagram and other digital pics exist online already (Printstagram, CanvasPop – hell, even Walgreens) the Fotobar concept is a gimmick of beyond-pointless proportion. We’d still like to think that Polaroid has a bit of fight left in it – its retro cameras still manage to capture our imaginations this many years later – but after missing the rise of digital photography altogether and filing for bankruptcy (again) in 2008 , the company is all but estranged from its roots as a technological pioneer. (With the exception of those insane Lady Gaga camera-glasses, of course.)Still into the idea? The first Fotobar will open in Delray Beach, Florida this February, with subsequent retail locations to follow in New York, Boston and Las Vegas. We imagine the company will have a miniature version of the Fotobar at CES 2013 next week in Las Vegas, though if we’re willing to wait for our photos to print remains to be seen. The Polaroid camera, invented by the company’s co-founder Edwin Land, first went on sale in 1948. He reportedly dreamt up the notion of an instant camera in 1944 after his daughter famously asked “Why can’t I see the picture now?” after her father snapped a portrait of the three-year-old with his twin lens Rolleiflex. Our thoughts exactly. Lakhs of migratory birds which have congregated at the Chilika lake are facing a threat to their lives following the detection of avian influenza virus barely a few kilometres away from the Nalabana Bird Sanctuary. Some crows and chickens were found dead inside poultry farms in Krushnaprasad block last week. Subsequently, samples were sent to the National Institute of High Security Animal Diseases, Bhopal, for testing. The State government informed that the samples have tested positive for H5N1 virus and a massive culling operation would be undertaken from Friday inside private poultry farms in the affected villages, including Sana Sahi, Maluda and Patharganj. The Puri district administration would cull birds within one km radius of the place where the carcasses were found. Besides, officers of animal husbandry department have been asked to intensify surveillance in 10 km-radius area.As a precautionary measure, the State government has withdrawn eggs from the menu of midday meals being served in Puri district. Transportation of birds from affected areas has also been prohibited. Sale of eggs and chicken has also been banned in the district.“There is threat to migratory birds as avian flu was detected barely 5 km from the sanctuary limit. Bar-headed goose birds are most susceptible to H5N1 virus, which is very contagious,” said Susanta Nanda, Chief Executive of Chilika Development Authority.“No preventive action can be taken as it is difficult to sanitise such a large area of the Nalabana Bird Sanctuary. The Chilika Wildlife Division is prepared to face any emergency situation,” he added.“There is an existing guideline how to dispose of affected birds. The dead birds have to be buried deep beneath the soil. One needs to send whole sample for testing without opening it,” he elaborated.According to Mr. Nanda, more than seven lakh migratory birds have arrived at the Chilika lake this year.
