Lakhs of migratory birds which have congregated at the Chilika lake are facing a threat to their lives following the detection of avian influenza virus barely a few kilometres away from the Nalabana Bird Sanctuary.Some crows and chickens were found dead inside poultry farms in Krushnaprasad block last week. Subsequently, samples were sent to the National Institute of High Security Animal Diseases, Bhopal, for testing.The State government informed that the samples have tested positive for H5N1 virus and a massive culling operation would be undertaken from Friday inside private poultry farms in the affected villages, including Sana Sahi, Maluda and Patharganj.The Puri district administration would cull birds within one km radius of the place where the carcasses were found. Besides, officers of animal husbandry department have been asked to intensify surveillance in 10 km-radius area.As a precautionary measure, the State government has withdrawn eggs from the menu of midday meals being served in Puri district. Transportation of birds from affected areas has also been prohibited. Sale of eggs and chicken has also been banned in the district.“There is threat to migratory birds as avian flu was detected barely 5 km from the sanctuary limit. Bar-headed goose birds are most susceptible to H5N1 virus, which is very contagious,” said Susanta Nanda, Chief Executive of Chilika Development Authority.“No preventive action can be taken as it is difficult to sanitise such a large area of the Nalabana Bird Sanctuary. The Chilika Wildlife Division is prepared to face any emergency situation,” he added.“There is an existing guideline how to dispose of affected birds. The dead birds have to be buried deep beneath the soil. One needs to send whole sample for testing without opening it,” he elaborated.According to Mr. Nanda, more than seven lakh migratory birds have arrived at the Chilika lake this year.

Kolkata: Passengers and daily commuters faced a lot of trouble on Monday due to the strike called by the app cab owners and drivers.It is alleged that the strike supporters assaulted some app cab drivers who were providing services and also forced the passengers to deboard the cabs. It is alleged that a cab driver in Esplanade was assaulted by strike supporters and they forced a woman to get off from the cab. In Sealdah station area, strike supporters almost resorted to hooliganism and forced the app cab drivers to stop providing services. They also allegedly blocked the way of a commercial car which was hired by a department of the state government. Passengers alleged that while the strike supporters were resorting to hooliganism, the police did not take any action to prevent them from assaulting the drivers and obstructing services. But sources informed that several strike supporters have been detained across the city. Srinagar: Jammu and Kashmir High Court Wednesday took suo moto cognizance of the Bandipora rape case of a three-year-old girl and directed Inspector General of Police (Kashmir zone) to file a status report by Friday. A division bench of Chief Justice Gita Mittal and Justice Tashi Rabstan, taking notice of reports about the rape case, directed the IGP to file a status report about the investigations before 10 am on Friday. A three-year-old girl was allegedly raped last week by her neighbour, leading to widespread outrage and protests against the incident. The accused has been arrested by police and a special investigation team constituted for a speedy investigation of the incident.
Rabat – The Inter-Ministerial Committee for Investment approved, on Wednesday, thirty-two investment draft agreements for an amount of 15.5 billion dirhams.These investments are expected to generate over 4,000 direct and stable jobs, said economy and finance minister Mohamed Boussaid in a statement to the press before the committee’s meeting, held in Rabat under the chairmanship of head of government Abdelilah Benkirane.The industry sector has the biggest share which is 11.76 billion dirhams, said Boussaid, underlining that this is a qualitative transformation brought about by the national industrial development policy. The 2015 appropriation bill provides for measures to boost investment, mainly reducing, from 250 to 100 million dirhams, the threshold of investment meant for purchasing importation equipment and material benefiting from tax exemption, and extending the deadline, from 24 to 36 months, of tax exemption on value added in relation with the acquisition of investment goods at the domestic level and for importation, he said.The Inter-Ministerial Committee for Investment had approved, in 2013, forty investment draft agreements for an amount of 42 billion dirhams.
The spark for the displacement is the reported escalation in violence in the Syrian town of Qarah and surrounding villages, Adrian Edwards, spokesperson for the UN High Commissioner for Refugees (UNHCR), said at a news conference in Geneva. Refugees told the agency that they spent days living in underground shelters before deciding to flee. “A family of ten told us they had crammed into a single car on Saturday evening to flee as the situation had become ‘unbearable,’” said Mr. Edwards.Most of the newly arrived refugees are now in the north-eastern Lebanese town of Arsal, which is home to a population of some 60,000 people, including – already prior to the latest influx – 20,000 registered refugees.“UNHCR and its partners have contingency plans in place for these sudden movements – and indeed for larger numbers should more cross,” Mr. Edwards said. “There are concerns that ongoing violence in the vicinity of Qarah and central Qalamoun towns could force more to flee Syria into the already stretched east-Bekaa area.”Over 1,000 of the newly arrived Syrian families in Arsal have registered with the local municipality in the past three days and been provided with emergency assistance, including food parcels, blankets, mattresses, kitchen sets and hygiene kits.The UN World Food Programme (WFP) has so far assisted around 3,555 people with food parcels for one month, spokesperson Elisabeth Byrs told reporters in Geneva, adding that distribution will continue today. She said that once the new arrivals are registered, they would receive WFP e-cards for the next month. WFP is also monitoring the food security situation in Arsal and the ability of the shops to respond to the needs of the new influx.In preparation for a potential larger influx, the agency is ramping up its contingency stock and had already mobilised 3,400 food parcels in warehouses in the Bekaa, enough for around 17,000 people for one month and ready for dispatch if needed. In total, WFP has a contingency stock of food parcels for around 120,000 people in the country.Meanwhile, sheltering the large numbers of new arrivals remains a challenge, according to UNHCR. Newly arrived refugees have been directed to four temporary collective shelters in public halls and mosques. Up to 80 families have found shelter in informal settlements while others have set up makeshift dwellings in unfinished buildings or are staying with local families. “None of these provide a long-term option,” noted Mr. Edwards.“UNHCR with its partners is ready to provide further shelter options if the Government approves land for use. In the meantime, all is being done to ensure that the temporary locations are protected against the elements and provide some warmth to the refugees.”The number of people fleeing their homes is growing as the conflict in Syria continues unabated. An estimated 4.25 million Syrians are now displaced within their own country, while a further 2 million have sought refuge in neighbouring countries since fighting began in March 2011.

TWELVE PSNI OFFICERS have been disciplined by the Police Ombudsman for their handling of a search for a missing man.The body of 22-year-old James Fenton, who had been a patient at the Ulster Hospital in Dundonald, was found in a secluded part of the hospital grounds ten weeks after he had been reported as missing and around 40 metres from where he had last been seen.Members of the Fenton family complained to the Police Ombudsman about the thoroughness of the police investigation. A post mortem examination was unable to establish how he died.Fenton, who was from Bangor, admitted himself as a voluntary patient to the hospital’s mental health ward on 2 July 2010, but by midnight had been reported to police as missing.Two police officers carried out an immediate search of part of the grounds but were unable to locate Fenton. Police procedure says that in the case of such ‘high risk’ missing persons, a Detective Inspector should be notified urgently, but they were not made aware of the situation until 14 hours later.The Police Ombudsman, Dr Michael Maguire, said by that stage time had been lost: Police records, timed at 10:15 hours, show that there were signals coming from the mobile phone James had with him. By 11:39 hours these signals had died and a crucial line of enquiry was lost.Had this work been undertaken soon after James went missing and under the guidance of a detective, it may have proved more fruitful. Dr Maguire was also critical of a decision by the Detective Inspector not to go to the hospital and the focus of the investigation that James was still alive and being sheltered by his friends. Police also overlooked viewing CCTV footage from the hospital.The Police Ombudsman is also critical of how police dealt with James’ family. “The police did not seem to be listening to the Fenton family and in particular what they were saying about James’ character and how unlikely it would have been for him to be missing for such a long time. RATT detectives responded to the motel to investigate and arrested two suspects, with assistance by the Chula Vista Police and San Diego County Sheriff.As the result of the arrest, RATT detectives recovered 144 items of suspected stolen property, including cell phones, IDs, credit cards, purses, and a computer laptop. Over the course of the investigation, RATT detectives identified a total of four stolen vehicles and more than 53 victims believed to be connected to the crime spree.More than 40 vehicles were burglarized during the crime spree over the course of several days across the county.“These were crimes of opportunities,” said RATT Commander, CHP Captain James Portilla. “To help prevent theft you should always lock your doors and close your windows, and never leave valuable items visible in your car.”Detectives have been able to identify less than half of the 53 potential victims they believe are connected to this crime spree and are asking for the public’s help in identifying additional victims. Victims would have had their vehicles burglarized during the last two weeks of March 2018 in the following areas of San Diego County:Downtown San DiegoTierra SantaMission ValleyMid-City of San DiegoSpring ValleySan Diego State College areaNational CityChula VistaImperial BeachOn April 10, Malcolm Brown, 22, pleaded guilty to vehicle theft and residential burglary, and Alexis Carr, 25, pleaded guilty to auto theft and burglary. DORAL, FLA. (WSVN) – Police took one person into custody in Doral after, they said, gunshots rang out inside an apartment, killing a man and sending two people to the hospital.Miami-Dade Police and Fire Rescue units responded to the scene of the shooting near Northwest 114th Avenue and 41st Street, early Sunday morning.Paramedics transported the surviving victims to an area hospital with gunshot wounds. Two former middle school teachers are vying for Anchorage School Board Seat F. Incumbent Tam Agosti-Gisler and opponent David Nees both spent more than two decades in the classroom and want to use their first-hand knowledge to shape district decisions.Download AudioDavid Nees, a former math teacher, says he sees problems with the current school board.“It seems to be their focus is on the budget, and they’ve lost focus on their core mission, which is to educate all the children.”Nees says the district needs to focus on making sure all kids succeed and to intervene for individual students if they aren’t. That includes transporting kids to schools that aren’t in their neighborhoods. He also wants to spend more money on kids with special needs. Nees says he doesn’t think some newer, more expensive models are paying off and improving academic performance.“First order of business is to take a look at some programs we adopted, socio-emotional learning, middle school, Response to Instruction [testing and monitoring system]. Those are all expensive. You chose to do those. Did anyone do an analysis five years later to show is it having an effect?”Tam Agosti-Gisler (left) and David Nees (right) are competing for School Board Seat F.Nees says teachers need to have the flexibility to innovate and not be tied to set teaching curriculum, though he says he thinks old school methods are the most effective.“The things that work, typically, is drill and practice, especially in mathematics. It’s proven. I mean if you go to Singapore, it’s drill and practice. Korea is drill and practice. It works. It’s old school; it’s not popular; it’s not big idea. But if it gives you the results you want, because for me, computation in math, that’s our alphabet.”Incumbent Tam Agosti-Gisler, a former social studies and French teacher, says she quickly learned that drill and practice only works for some students. She says it’s important for the school district to have standards that align with other districts because there are so many transient students, but teachers need flexibility and innovation to reach those marks.“The standards are basically the meat, but how you’re going to cook that meat and serve it are where the choices come in there. And that meets the individual learning styles.”Agosti-Gisler says she wants to explore more partnerships with businesses so they can mentor students and help them on their career paths. She wants more partnerships with the muni to share services, like the bus system. But she says being on the school board for three years has taught her that the district can’t do everything.“I have a much better understanding of the broader picture. And how often I’ve been faced with making choices as a school board member that I do not like, but we have to produce a balanced budget.”She says that includes cutting career counselors in order to preserve small class sizes. To limit those hard choices, Agosti-Gisler says she’s worked to create more efficiencies through the auditing process, and she’s using the communication skills she learned when earning a bachelor’s in international relations to help unite the School Board.“I’m known on the board for being able to work with anybody and find ways to compromise and collaborate and, again, putting forth those skills I learned in my degree program.”The municipal election takes place on April 7. All Anchorage voters can vote for all three open school board seats.
